Use when the user asks for a plan, PLAN.md-style artifact, implementation plan, design plan, migration plan, execution plan, roadmap, handoff, or when reasoning, decisions, discoveries, validation, or recovery context should survive the chat. Tasks and checklists are optional, not required.
