Start with step 1 (triage) to determine scope:

Scopes
- single-prompt: One prompt file, general optimization
- ecosystem: Multiple related prompts that interact
- greenfield: No existing prompt, designing from requirements
- problem: Existing prompt(s) with specific issue to fix
